Having a land plot on the right of private ownership or in use, you can start building a residential building. Before proceeding with the registration of permits for construction, it is necessary to check the documents for the land.
What is needed for this:
- check if the land plot has a cadastral number (if necessary, assign it);
- check the purpose of the land plot (if necessary, change the purpose).
To obtain the right to build a residential building, you must:
1. Obtain a construction passport from the State Architectural and Construction Inspection (SACI). For its registration, the following documents are needed:
- application for the issuance of a construction passport;
- a certified copy of the document on the ownership of the land plot or the right to use it for construction;
- preliminary sketch of the future structure;
- copying from the master plan of the land plot;
- passport, land plot owner / user code.
The line for obtaining a construction passport is 10 working days.
2. Obtain technical specifications containing the basic requirements to be met by future engineering communications. That is, plumbing, sewerage, electrical wiring, heating, gas supply, etc.
In accordance with the aforementioned Law, technical specifications can be obtained within 10 days from the date of registration of the corresponding application. You should also be aware that the technical conditions received for the construction of a particular facility are valid until the end of construction and cannot be changed without agreement with the customer.
3. Contacting SACI with notification of the start of construction work. From the moment of registration of such a message (10 days), you can start construction work. It should be remembered that the construction period is 3 years from the date of its registration with SACI.
4. At the stage of complete readiness of the house, you need to contact SACI with a declaration of the readiness of the object for operation.
After its registration, the house is considered to be put into operation, which makes it possible to formalize the ownership of the erected real estate objects, to carry out any legally permitted operations with them in the future, as well as, for example, to conclude agreements on heat, gas, water supply with the relevant specialized organizations.
